In 1965, the Iowa legislature created the IOWA WATER POLLUTION CONTROL COMMISSION and assigned to it full responsibility for water pollution control in Iowa. In order to meet that responsibility, the COMMISSION has adopted surface water quality criteria which are applicable to all surface waters and to specific designated water uses; namely, public water supply, aquatic life, and recreation
